Sau gần 70 năm ra đời tại Mỹ, mô hình vườn ươm hay cơ sở ươm tạo doanh nghiệp đã phổ biến trên toàn thế giới. Tại vùng lãnh thổ Đài Loan (sau đây gọi tắt là Đài Loan), tuy mô hình trên chỉ mới xuất hiện trong khoảng 30 năm gần đây nhưng đóng vai trò cốt yếu đối với sự phát triển của doanh nghiệp nhỏ và vừa (DNNVV) cũng như toàn bộ nền kinh tế nói chung. Năm 1997, Đài Loan bắt đầu triển khai chính sách thúc đẩy ươm tạo đối với DNNVV. Dựa trên tổng hợp, thống kê số liệu và dữ liệu từ các cơ quan, bộ, ban, ngành ở Đài Loan, bài viết phân tích chính sách thúc đẩy ươm tạo đối với DNNVV ở Đài Loan, thành quả của chính sách thúc đẩy ươm tạo. Kết quả nghiên cứu cho thấy, chính sách thúc đẩy ươm tạo không những giúp gia tăng số lượng vườn ươm mà còn hỗ trợ tích cực cho DNNVV trong cung cấp dịch vụ, duy trì việc làm, cấp bằng sáng chế, v.v…
